Academy Information

Academy Description

The SEO Precertification Academy is designed to teach the basic skills a future sewage enforcement officer (SEO) needs to know to work for a local agency. The six-day academy is a specially created, highly interactive program that will teach the duties and responsibilities of a local agency SEO.

Participants will go beyond lecture and the classroom to actively participate in the lessons and learn by doing. Half a day is spent in the field evaluating soil profiles. Participants will also take part in skills testing that will count toward their certification examination to become recognized as an SEO for the commonwealth.

Whether you work for a municipality in need of a good SEO or are someone who is considering the SEO field as a career, you will want to check out the benefits of sending someone to or attending the academy yourself. Not only is the academy a prerequisite to taking the commonwealth's certification examination for SEOs, but you will leave at the end of the six days better prepared to enter the multi-faceted world of a local agency SEO.

Academy Content

The academy will review Pa. Code Title 25, Chapters 71, 72, and 73, dealing with onlot sewage systems. The academy will focus on teaching the skills necessary to be an SEO for a local agency. It will provide hands-on training and the opportunity to practice the skills that are being taught.

General Academy Information

Fee

The registration fee for the academy is $300 per person for local agency-sponsored candidates and $800 per person for non-sponsored candidates. This fee includes all course materials, tuition, refreshments, and lunch each day. To qualify as a local agency-sponsored candidate, you must submit, with your registration form, a letter from a local agency, printed on official letterhead, stating your potential future or present employment with that agency. The registration fee must be received by PSATS 60 days prior to the course to keep a seat in the course. You must make your own hotel reservations.

Who Should Attend

Anyone interested in being an SEO for a local agency should attend. The academy must be completed before taking the certification test for sewage enforcement officers. Only individuals who attend the entire six-day academy and complete necessary requirements of the academy will receive course completion certificates.

Training is held at ADA-accessible locations. The Pennsylvania State Association of Township Supervisors will make every effort to accommodate participants with special needs who have noted them on the academy registration form.

Registration Information

Preregistration is required. Priority class registration is given to local agency SEOs. Each academy seats 22 to 24 attendees. The first 10 seats in an academy are available on a first-come, first-served basis. The rest of the seats will be held until 60 days prior to each academy for registrants who will be employed by a local agency for the purpose of doing regulatory SEO work.

If you will be working for a local agency as a regulatory SEO, please send with your registration form a letter on official letterhead from an appropriate local agency official as evidence of your future or current employment. A local agency is a municipality, a county, a county department of health, or a joint county department of health. A completed registration form must be received by fax or mail by PSATS. Interested parties are asked to register early as class size is limited and classes fill quickly. How to Register

To register for the academy, print out the academy registration form, and return it to the Pennsylvania State Association of Township Supervisors (PSATS) as soon as possible. Payment is due 60 days prior to the academy. Please be sure to indicate which academy you wish to attend.

Confirmation

Registrations will be accepted on a first-come, first-served basis. Confirmed attendees will receive a postcard 15 days after PSATS receives their registration form. When registered for the academy, you will receive a confirmation letter with more information 40 days before the course begins. If the academy is filled, a PSATS representative will notify you immediately.

Cancellations

Cancellations received 60 days before the scheduled academy will forfeit $300 of the registration fee. Substitutions will be accepted.

Academy Rules and Procedures

  1. Successful completion of the academy means that the SEO candidate attends the entire academy. Complete attendance includes prompt arrival and adherence to breaks. Exceptions will be allowed for emergencies only and will be determined on a case-by-case basis.
  2. A person does not necessarily have to take the certification examination after completing the academy. However, if a participant does want to attain SEO certification, he or she must do so by passing the certification examination within one year of completing the academy.
  3. To take the certification examination, the SEO candidate must successfully complete the SEO academy and score at least 50 percent on the skills test. The skills test is given during the second day of the academy.
  4. The skills test must be successfully completed before a person may take the written examination. Therefore, anyone failing the skills test must retake the skills test. Upon passing the skills test, the candidate would then be allowed to take the written certification examination.
  5. The written portion of the certification examination is offered the Friday after the academy and on scheduled Saturdays throughout the state. To take this examination, a candidate must send an application to the certification board 30 days prior to the examination.
  6. All registrants must bring a photo ID to the academy.
  7. No smoking will be allowed in the classroom.
  8. Cell phones or other communication devices must be turned off during class. Five-minute breaks will be offered approximately every hour. At that time, calls may be made. Attendees will not be permitted to talk on communication devices during class and will be required to leave if they do.
